Bexar County Emergency Services District 5 (ESD5) was established in 2004 by a vote of the residents in the area. The purpose of ESD5 is to plan and provide for the delivery of Emergency Response and Fire Protection services for the citizenry of District 5.
ESD5 plans, programs, budgets, and implements emergency services and fire protection services using funds generated by property taxes. The District 5 area covers the south west portion of Bexar County with 131 square miles and a population of about 40,000. Cities in our area include Lytle, Von Ormy, and Somerset.

FINANCIALS
Our budget increased by $300,000 (7.5%) for 2025 in comparison to 2024. This has allowed additional funds to operate our 4th station and begin planning our 5th.
ESD5 has budgeted $4.200,000 in property tax revenue for 2025; $3,900,000 in 2024; and $3,500,000 in 2023.
The ESD5's Maintenance & Operation tax rate is currently .088 cents for 2025 and was .091 cents for 2024 and .10 cents for 2023.
Meet the Team
The Fire Chief and General Manager work collaboratively to ensure the ESD operates smoothly, safely, and in full compliance with all laws and policies. The Fire Chief oversees emergency response, staffing, training, and operational readiness, while the General Manager manages administration, finance, policy implementation, and board support. Together, they coordinate daily needs and long-term planning to align operational priorities with organizational goals.
