Bexar County Emergency Services District 5 (ESD5) was established in 2004 by a vote of the residents in the area. The purpose of ESD5 is to plan and provide for the delivery of Emergency Response and Fire Protection services for the citizenry of District 5.
ESD5 plans, programs, budgets, and implements emergency services and fire protection services using funds generated by property taxes. The District 5 area covers the south west portion of Bexar County with 131 square miles and a population of about 40,000. Cities in our area include Lytle, Von Ormy, and Somerset.

FINANCIALS
Our budget increased by $1,000,000 (40%) for 2023 in comparison to 2022. This has allowed us to hire additional personnel to cover our 3 stations and begin construction of a 4th station.
ESD5 has budgeted $3,500,000 in property tax revenue for Maintenance & Operations for 2023; $2,500,000 in 2022; and $2,000,000 in 2021. Zero tax revenue has been budgeted for Debt Service for the current or preceding 2 years.
The ESD5's Maintenance & Operation tax rate is currently .10 cents for 2023 and was .10 cents for 2022 and 2021. The Debt rate is zero for 2023 and was zero for 2022 and 2021.
