Bexar County Emergency Services District 5 (ESD5) was established in 2004 by a vote of the residents in the area. The purpose of ESD5 is to plan and provide for the delivery of Emergency Response and Fire Protection services for the citizenry of District 5.
ESD5 plans, programs, budgets, and implements emergency services and fire protection services using funds generated by property taxes. The District 5 area covers the south west portion of Bexar County with 325 square miles and a population of about 30,000. Cities in our area include Lytle, Von Ormy, and Somerset.
Our mission is to provide high quality fire protection and emergency response care to the District 5 community while protecting taxpayer interest through accountable and responsible leadership.
While property tax revenue has declined, our sales tax revenue has increased. Our budget increased $481,818 (or 20.553%) for 2020 as opposed to 2019. This has allowed us to hire additional personnel to cover our 3 stations.
ESD5 has budgeted $1,500,000 in property tax revenue for Maintenance & Operations for 2020; $1,273,000 in 2019; and $1,200,000 in 2018. Zero tax revenue has been budgeted for Debt Service for the current or preceding 2 years.
The ESD5's Maintenance & Operation tax rate is currently .10 cents for 2020 and was .10 cents for 2019 and 2018. The Debt rate is zero for 2020 and was zero for 2019 and 2018.
